New Medical Practice Licensing Rules Take Effect on 8 January 2026
Medical practice licensees must adapt to the updated Licensing Conditions approved by Cabinet of Ministers Resolution No. 781. The changes significantly affect requirements relating to personnel, premises, and internal procedures. Non-compliance with the new rules may lead to serious inspections and the risk of suspension of operations.
No longer paper-only.
For the first time, documents may be submitted not only in person or by post, but also online using a qualified electronic signature. This simplifies the process of obtaining and renewing a license, as well as submitting notifications of changes in the facility's operations. The deadline for submitting data is 30 calendar days from the date the changes enter into force.
New Obligations for Licensees
Medical practices must:
— ensure accessibility of premises for persons with disabilities and other groups with limited mobility;
— maintain health sector reporting forms across all declared specialties;
— comply with sanitary rules for medical waste management;
— maintain a supply of personal protective equipment and organize staff training on its use;
— ensure mandatory medical and psychiatric examinations of employees, including screening for psychoactive substance use.
Personnel Requirements and Safety
The list of specialties for which a license may be obtained has been updated, and qualification requirements for employees have been clarified. Licensees must ensure compliance with these requirements and maintain the relevant documentation. For psychiatric inpatient facilities, the installation of bars on ward windows is prohibited, and the use of isolation or physical restraints must be carried out in accordance with established rules.
Early preparation — in addition to creating proper conditions for patients — will help avoid operational risks for the medical facility, including:
- Receipt of a Ministry of Health order to remedy violations within a specified timeframe;
- Suspension of the license, which effectively halts the facility's operations;
- Revocation of the license in cases of systematic or serious violations.
