Dynasty Law & Investment Secured the Initiation of a Review of Anti-Dumping Measures on Imports of Tilt-and-Turn Mechanisms from Turkey into Ukraine
The Dynasty Law & Investment team, led by partners Snizhana Karagodina and Kostiantyn Hyrov, with the participation of attorney Oleksandr Fedorko, representing the interests of Ukrainian manufacturer AXOR INDUSTRY LLC, successfully secured the initiation and conduct of a review of anti-dumping measures on imports into Ukraine of tilt-and-turn devices (mechanisms) for window and balcony door units originating from the Republic of Turkey, in connection with the expiration of the term of their application.
Following its review of the application submitted by AXOR INDUSTRY LLC, the Interdepartmental Commission on International Trade determined that there is sufficient evidence that the termination of the anti-dumping measures would likely result in the continuation of dumping and the causing of injury to the domestic producer, given that during the period of application of the anti-dumping measures, imports into Ukraine of goods originating from the Republic of Turkey were carried out at dumping prices, causing injury to the domestic producer.
On the basis of its analysis of this evidence, the Interdepartmental Commission on International Trade, on May 22, 2026, adopted Decision No. AD-601/2026/441-01 on the initiation and conduct of the relevant review.
Pending the adoption of a final decision following the review, the existing anti-dumping measures applied under Commission Decision No. AD-490/2021/4411-03 of April 23, 2021 remain in force.
An anti-dumping investigation was initiated in 2019, as a result of which definitive anti-dumping measures were applied in 2021. It should be noted that from the initiation of the anti-dumping investigation through to the adoption of the relevant decision, the legal support of AXOR INDUSTRY LLC was provided by the Dynasty Law & Investment team, which served as the company's sole legal advisor throughout the process. In the course of the investigation, the Interdepartmental Commission on International Trade established that AXOR INDUSTRY LLC met the criteria for recognition as a domestic producer, and that injury had been caused by dumped imports of like goods from the Republic of Turkey.
The Dynasty Law & Investment team considers the maintenance of anti-dumping measures to be an important instrument for the protection of domestic producers, particularly in the context of a full-scale war, unstable demand for window hardware as a key component of glazed structures, disrupted logistics, and general economic uncertainty. Should the continuation of dumping be confirmed as a result of the investigation, the previously applied anti-dumping measures may be extended.
AXOR INDUSTRY LLC is a company that has come a long way — from a distributor of hardware for glazed structures to a manufacturer with a globally recognized name. Today, AXOR INDUSTRY LLC operates its own modern window and door hardware manufacturing plant, which stands as the No. 1 full-cycle production facility in Ukraine and one of the largest in Eastern Europe.
Since the introduction of martial law, AXOR INDUSTRY LLC has been actively supporting mobilized employees, veterans of the Armed Forces of Ukraine, and wounded service members by providing equipment, protective gear, medicines, food supplies, and humanitarian aid to military hospitals.
